When rating a movie, I base it on one of these basic, dumbed-down criteria: -Is it funny? (intentionally) -Is it important? -Is it interesting/thought-provoking? Of course, all filmmakers believe their movies possess one or more of these qualities, or they wouldn't have been made (would they?). So therefore, if the movie succeeds in one or more of these areas to my unqualified satisfaction, it gets a high rating. If it doesn't, well then it doesn't. And as a point of reference, if I gave the movie less than a 7, I wouldn't really recommend it to anyone.
